On November 4, 2024, the government launched a 6-week consultation on the 3rd National Low-Carbon Strategy and the 3rd Multiannual Energy Program.
The National Low-Carbon Strategy and the Multiannual Energy Program form the foundation of France’s climate and energy transition. These planning documents, which aim to achieve carbon neutrality by 2050, apply to all sectors of activity and are revised every five years.
For the National Low-Carbon Strategy, particular focus is placed on decarbonising the transport sector, one of the main GHG emitters in France. The aim is to reduce emissions by encouraging a transition to electric vehicles, with a target of 66% electric vehicles in sales and 15% in the overall vehicle fleet by 2030.
On November 27, 2024, the Directorate General for Energy and Climate and Carbone 4 are organizing a webinar as part of this consultation to present the France Net Zero simulator. This simulator, launched online in November 2024, allows users to build their own carbon neutrality scenario for 2050 by adjusting several dozen sector-specific parameters.

This tool provides the ability to visualize the supply/demand balance for energy and forest resources, as well as the risks related to non-climate aspects (water, biodiversity, sovereignty, technological risks, etc.) associated with the user’s parameter choices.
